Dr. Papa E. Benin

Directs technical appraisal, process safety and operations readiness on refining, petroleum, energy and industrial projects.

Dr. Papa E. Benin is an engineering and project-management professional with approximately 20 years of experience in project development and implementation, investment appraisal, engineering management, construction oversight, commissioning, operations readiness, asset integrity and performance improvement across oil and gas, refining, petrochemical, power and industrial infrastructure — including some 13 years in FPSO operations and engineering management.

At BPDL he provides technical leadership for project and investment appraisal, feasibility studies, engineering due diligence, project planning and implementation, HAZOP and LOPA studies, QA/QC, contractor and vendor evaluation, operational risk management and regulatory coordination, from concept and pre-FEED through construction, commissioning and post-implementation review.

He is Consulting Managing Director of Stark Energy Limited and has led refinery, lubricant-processing, fuel-terminal, LPG storage, offshore inspection and renewable-energy assignments. He supervised engineering, construction, installation, test-running and commissioning of Ghana's first private crude-oil refinery and associated lubricant-processing facility, and served as Government QA/QC Consultant and Representative to the National Petroleum Authority on the Sentuo Oil Refinery project.

Recent work includes Tema Oil Refinery plant assessment with HAZOP and LOPA studies, specialist underwater inspection and hull-repair projects on the Jubilee and TEN FPSOs, and the introduction of diverless robotic inspection into Ghana's petroleum sector. He is a trained HAZOP study leader and a member of the Ghana Institution of Engineering, ASME and the Society of Petroleum Engineers, and lectures part-time at the Regional Maritime University and the University of Cape Coast Institute of Oil and Gas Studies.
